in 2018 Henry County and Henderson County (both in TN) made the decision to move to an open source platform to maintain their 911 addresses. This talk will cover the upside and downsides of using FOSS4G tools.
So back in 2018 I started moving two counties over to an open source platform to maintain 911 addresses. The state of TN has a published database and basic methodology of "Use this proprietary platform to do the work" except many of the poorer counties can't make that move. So We developed a PostGIS/QGIS/Geoserver answer to this. Geoserver use has falled BUT QGIS/PostGIS use has soared for these two counties. It provides a cost effective platform for these two counties to work with the data and produce maps.
