Colorado's Open-Source Common Operating Picture
2026-11-03 –, Gardenia

The State of Colorado has been developing a statewide Common Operating Picture that fuses user locations, planning tools, and deep integration with 3rd party systems for a truly common operating picture

Public safety in the State of Colorado has a data problem, too much data in too many disparate systems, all their their own "common" map that is anything but common, few to none of which actually talk to any other system.

Over the past 3 year the state of Colorado has fully embraced open source software and built an open-source realtime common operating picture for public safety which combines realtime user locations, geospatial planning tools and a team that can rapidly develop 3rd party integrations without a single procurement action or task order. This system has proven so successful that it is now deployed across multiple state governments, at the federal level, and recently internationally.

Brining software development back into the state has saved taxpayers millions of dollars in the purchase of proprietary software that is often far less functional than the initial demo suggests.

This talk will walk through real-word lifesaving use cases where CloudTAK has been used from Backcountry SAR to wildland fire.
