DESCRIPTION:Transportes Metropolitanos de Lisboa (TML) coordinates public t
 ransport across 18 municipalities in the Lisbon Metropolitan Area\, operat
 ing within a complex multi-level governance framework. While municipalitie
 s retain significant responsibilities in land use planning and urban manag
 ement\, mobility planning requires strong metropolitan coordination. Over 
 time\, geospatial data related to transport networks\, land use\, infrastr
 ucture\, and mobility services became fragmented across institutions\, sto
 red in heterogeneous formats\, and managed with limited interoperability.\
 nThis fragmentation created operational inefficiencies\, limited strategic
  planning capacity\, and constrained data-driven decision-making at the me
 tropolitan scale. The absence of a structured and interoperable Spatial Da
 ta Infrastructure (SDI) became a critical barrier to effective governance.
 \n\nTo address this challenge\, TML designed and implemented a fully open-
 source SDI aimed at harmonising datasets\, ensuring institutional interope
 rability\, and supporting long-term metropolitan mobility governance.\n\nT
 he infrastructure is built around PostgreSQL/PostGIS as the central geodat
 abase\, providing a scalable and structured environment for spatial data m
 odelling. QGIS is used as the primary platform for data management\, valid
 ation\, and cartographic production\, enabling controlled access and colla
 borative workflows. A role-based permission architecture was implemented t
 o support multi-entity collaboration while ensuring data integrity and gov
 ernance control.\n\nInteroperability is ensured through REST-based service
 s\, allowing integration with municipal systems and metropolitan urban man
 agement platforms. The data model aligns with national standards\, includi
 ng the Portuguese National Catalogue of Data Models (CNMD)\, ensuring cons
 istency\, harmonisation\, and future extensibility.\n\nThis presentation w
 ill explore:\nThe methodological framework adopted for SDI conception\;\nT
 he spatial data modelling strategy within PostgreSQL/PostGIS\;\nData harmo
 nisation across 18 municipalities\;\nGovernance and permission models in a
  multi-institutional environment\;\nInteroperability mechanisms and API-ba
 sed integration\;\nOrganisational and technical challenges encountered dur
 ing implementation\;\nLessons learned regarding scalability\, sustainabili
 ty\, and institutional alignment.\n\nParticular emphasis will be placed on
  how open-source technologies enabled flexibility\, transparency\, and lon
 g-term sustainability without vendor lock-in\, while fostering cooperation
  between metropolitan and municipal actors.\n\nThe TML case demonstrates h
 ow a metropolitan transport authority can establish a robust\, interoperab
 le\, and scalable SDI using exclusively open-source technologies. Beyond t
 he technical architecture\, the project illustrates how geospatial infrast
 ructure can become a strategic governance tool\, reinforcing institutional
  collaboration and enabling evidence-based territorial and mobility planni
 ng at the metropolitan scale.
