DESCRIPTION:According to the study “Rainy days and learning outcomes: Evi
 dence from Sub-Saharan Africa” (Bekkouche\, Houngbedji\, Koussihouede\, 
 2022) learning outcomes in Sub-Saharan Africa are negatively affected by r
 ainy days mainly through the mechanism of teacher abstention. School calen
 dars are largely shared within and across countries without taking local c
 limatic conditions into account. This effectively means that the total num
 ber of school days in an academic year may differ according to different d
 istricts or other administrative levels.. \n\nThe objective of this collab
 oration between IIEP and Gispo was to design a process that would enable a
 ny policy-maker in the world to look for patterns in periods of heavier pr
 ecipitation in their country and to propose updated school calendars accor
 dingly. We used precipitation data gathered by the Global Precipitation Me
 asurement (GPM) international satellite mission and distributed by Google 
 Earth Engine. The QGIS Processing framework was used to write algorithms f
 or processing the raster data and to look for periods which were uninterru
 pted by heavy rainfall.\n\nIn this talk we will present results of the alg
 orithms and go over the background and implementation of the process in mo
 re detail. We will also present a use case for using the algorithm in prac
 tice.
